Polityka klimatyczna państwa: Norweska droga do zrównoważonego rozwoju

Streszczenie

Prezentowana książka jest pierwszym w polskiej politologii kompleksowym studium poświęconym istocie i wyzwaniom polityki klimatycznej współczesnego państwa ukazanym na przykładzie Norwegii. Podjęcie tego tematu ma szczególny wymiar poznawczy, ponieważ zmiany klimatu stają się czołowym zagrożeniem o charakterze globalnym oraz generują napięcia polityczne, społeczne i gospodarcze. W publikacji z jednej strony wnikliwie określono cechy, zasady czy instrumenty polityki klimatycznej jako stosunkowo nowego obszaru aktywności państw i nowej polityki sektorowej, z drugiej zaś – wyjaśniono konsekwencje tej polityki dla systemu politycznego, tj. zmiany tradycyjnych grup interesu, konieczność oparcia agendy politycznej na perspektywie długookresowej czy podejmowanie decyzji politycznych w warunkach niepewności. Wskazano, iż obok uwarunkowań narodowych niezbędna jest analiza wpływu otoczenia zewnętrznego, czyli dynamiki regionalnej i międzynarodowej.

Wybór Norwegii jako obszaru badań empirycznych stanowi dodatkowy walor pracy, gdyż na tym przykładzie można się dowiedzieć, jak jest prowadzona polityka klimatyczna w państwie wysoko rozwiniętym, o skonsolidowanej formie demokracji i wysokich aspiracjach w obszarze zrównoważonego rozwoju, które oparło swój model rozwojowy na eksporcie ropy i gazu.
