The Role of Local Government Units in the Development of Solar Energy in Poland

The energy transition—a response to global climate challenges and the need to decarbonize the economy—is becoming one of the key directions for local development in Poland. The growing importance of renewable energy sources, particularly solar energy, aligns with Europe’s efforts to build a resilient, decentralized energy system. Local governments play a significant role in this process, leveraging their investment, organizational, and planning capabilities to implement modern energy solutions. Thanks to its technological flexibility, relatively low implementation costs, and the ability to scale installations, photovoltaics has become one of the most frequently chosen areas of focus for local governments. Local governments view it not only as a tool for environmental protection but also as a way to increase energy security, stabilize energy costs, and strengthen local resilience to market fluctuations. This monograph analyzes the significance of solar energy in local policies, identifies key factors fostering its development, and presents the role of local governments as actors shaping a modern, sustainable energy system in Poland.
